Install 12: What level of user rights (e.g. User, Power User, Administrator) does EndNote require to install and run correctly?

Answer: In order to properly install, your user account must have administrative rights to the local machine (meaning it must be a member of the "Administrators" group in the local security database). You cannot install while logged in under an account that is a member of the Windows groups "Users" or "Power Users".

Once the program is installed, it's generally OK to change a user's rights back down to User.
